If you're in IRL you can apply for unemployment aid 6-weeks after taking VSP.
You can apply immediately after ISP.
Packages are Exactly the same. Two differences: 1. Vsp is voluntary and 2. Isp you can apply for unemployment (since vsp is voluntary, unemployment benefits do not apply). Isp is thus arguably a better package of the two.
