If you get an Outstanding or Exceeds, then you have a good manager. If you get a SL4 or SL5, then you have a bad manager. Your actual amount of effort or hard work is irrelevant. Golden Rule is always blame someone else.

You are normal. None of the Intel managers actually know how to manage. They are all former engineers. They get moved into management with absolutely no people mgmt skills. Seems really odd that this is the Intel design. Even on the job, they do not learn the tools that make a good manager such as project management, budget management, resource allocation, etc. Sadly, even the Fab managers are clueless in these areas.
