Plan hasn't changed. Relocate all tasks back to ground locations and cut The Center. The goal is to sell off the campuses. They can't piecemeal purchasing deals when each location replies on the same centralized resource.
Apparently the center is being disbanded according to a previous poster. Has anyone noticed the campuses taking over more responsibility than usual?
