Let's have a breakdown of nationalities of reports against nationality ofof hiring manager. I see entirely Chinese and Indian groups at Intel. Let's get some real diversity here

Indian managers hire only Indian mediocre yes man type to make sure none of them can replace them. This is what I observed in the US, go to SC, FM or OR to see this for yourself.

In Malaysia, Indians are URM.
Diversity in Intel is all about hiring women. I welcome this initiative but have been burned by this already. Recruited a female engineer from ASU and she joined in SCL office. She is getting married now and moving to New York ! Six months of training is all down the drain ...
No Asian ( India China Malaysia ) are URM. Only women, African American,Native American
Our hiring manager in the US says international applicants make better employees and favors them. Not any particular nationality, just non US applicants.
Sure in India site, nothing is wrong for a group to have local people.
- Chinese and Indians are not URMs, hence not part of the diversity push.
