Depends on what "new hire" is... I started a bit over a year ago. My manager gave me a Successful/SL4 on my FOCAL "because I'm new"...
Most likely you are safe to create the new Intel culture. Good luck.
From what I've heard, new hires are safe because you don't have focal reviews to compare to the lay off criteria.
