Just wondering if being a US military veteran has any impact - positive or negative - as to whether people get an ISP/VSP...haven't seen anything here so far...

You should be fine. Only SL4 in the last review counts.
Why do veterans think they are entitled to special treatment. You volunteered for military service. No one owes you anything. I'm a veteran too.
I am a vet and i got successful with sl4 on 2014.. my manager at that time told me it was due to "redistribution" but not due to any performance issues.. BTW, I left that team on Q4 before focal so most likely I got short changed on my focal compensation because of this..
I am not being after at this time but I wonder if I should go back to HR and try and clear up those SL4 from 2014 ?? any suggestions??

No one in the US is safe, stop the racism. You let corps trample all over you, its your own fault. The unions tried to save you a long time ago but you all fell for the corporate golden carrot they led you with. For the record, don't hate the player (Intel), hate the game (corporate personhood, no union, a congress on the take, etc.). H1B workers are just trying to earn a living as best they can, they didn't write the rulebook.
