Focal bias built-in towards older employees

A thought for G7+ folks: before 2012, managers could either put raise increase dollars into base pay or they could put it into EB target. Since EB target gets 3X multiplied, it made more sense to do that. After 2012, they changed the rule so EB dollars were 3X base pay dollars, and EB targets were not increased as quickly.

This means that older employees, compared to newer employees in the same grade, had a much higher EB target, which would lead to higher pay. Newer employees would start with higher base pay to compensate, but the EB targets were still high for older employees. To keep total comp the same, managers would be more inclined to give lower stock ratings for older employees, which biases them more towards the SSL4 layoffs.

Next year's layoff criteria will be different. Now everyone will be chasing SL3, but next year it will be 2 consecutive lowest quintile of percent raise or some such BS. Whatever metric gets the older folks out the door will be what they use.

Yes, I know of somebody that got 0% raise with SSL3 stock. Because of that, he was not hit with ISP.

The stock rating being tied to the layoffs is a legal loophole intentionally inserted to provide 1 degree of separation between layoffs and corruption. The only legal reference point will be the stock rating but that rating is based on corruption. This way the company is protected from revealing their corruption because they only have to provide data for the stock rating for justification.

Your information and conclusion makes a lot of sense. Even though this evil bias is now known, they must know it's an easy way to chop older workers. The younger workers will now live in fear being threatened for their very existence. Work will fall on them like an avalanche. Those that are younger will soon decide that a Starbuck's barista position will provide better opportunity.
