I was under the impression until your grade 7 or higher you cant even get SSL1 or SSL2, so it would seem silly if all of a sudden all Grade 5 and 6 entry level engineers are the ones on the chopping block with Successful/SSL3 ratings.
SSL4/SS5 is a different story and is considered below average for any grade.
The system is rigged against you. Unless you are ssl2 or better, you will always be in danger. So few weak assmgrs are afraid to give their employees anything better than average and will not support their employees when the decision time comes. Doing a great job for the company means nothing. If mgmt wants to reduce costs by cutting you, your dedicated service and knowledge base will be sacrificed.
