Will there be a forceful layoff after the VSP acceptance time is passed?

Historically, Intel offers VSPs based on some criteria (performance, grade level, job title, etc.) and typically, a low percentage of people offered actually accept it and leave. If you don't take it, you aren't necessarily targeted for the "next round." Intel has said the next action after the ISP/VSP/ERP/Site-Closing will be project cancellations. So, if you were offered a VSP and don't take it and your project also doesn't get cancelled, you're very likely good to go at least until Intel takes some action beyond what they've told us about already, which in all likelihood, is another year. Of course, it sure looks like they're going to change the performance-based criteria every year, so if you received a performance based VSP this year, it could very well turn into an ISP next year.
Back in 2002, I was offered a VSP. There were two categories of employees that got offered VSPs. One was performance, the other was grade level. The group had hired a ton of RCG's in 2000, so by 2002 they had lots of grade 05 and 06 engineers and that's just one of the "criteria" they came up with. As usual, not many people took the VSP and the next thing they did was redeployment, and funny enough, they redeployed only grades 03 through 06. Employees with poor performance that were higher grade level got to stay.
BTW, back then HR said that "redeployment should not be used for performance management" and I've heard that as recently as 2011. No need to say that any more, I guess, because performance management has moved to the frontline, flawed though it may be.
Nothing is set in stone. The VSP has been offered to many employees and if they get enough to accept all will be good., If not then there may be a ISP..
Almost 20 years with Intel (shy one month) with one SL4 and I have just been told I'm out the door - never had less than a Successful, four promos, and managed world wide projects. But one SL4 at the wrong time and that's it. So, take the VSP if you get offered it, because next year you never know.
last year at review time, I know a guy that was basically told "we're offering you a vsp now and you better take it or it will turn into an isp" so he did. already has another job with another semi and more pay.
Why cant you all join together and start a class action for wrongful termination. strength lies in numbers. United you stand, divided you fall.
Historically when does the next round of layoff occur if VSP is rejected?
Today was a rough day, watching a friend walked out the door after 15 years. He had never received a poor rating at focal time. This year he got a SSL4 and he's gone. One small negative bringing such a BIG negative. Many people used to be proud to work for Intel, but their action in this has changed Intel employees' attitudes. My question about this thread is, how will they go from VSP to an ISP if they need more? Will it be the small negative that you have been at your grade level too long? Will this be enough to bring the large negative ISP?
I was offered VSP 4 yrs ago and disregarded it and still with the company; this time I got one too, and I'll hold out, if I take VSP no UI, if I end up with ISP at least I can apply for benefits.
I'm aware of many employees who declined VSPs and are still around. The critieria for VSP of 4 successful review with SL3 is broad and nets significant chunk of employees. But there is always a risk...

Getting a VSP means that you are one step away from ISP. With 12k target to layoff, I think there will be a second round. Second round means ISP gets expanded. Maybe that includes you. I wouldn't want to put it to the test... Take the VSP.
Comments on this question have been mixed. Some have said they declined VSP in past reductions and are still here 4 years later.
