I think, you are at risk. If you got L4 and did not get EE or O, you are at risk. Again, not all L4/L5 will be at risk. Good Luck to you. If you got L4 last year, you could challenge the decision. You may have a good case.

My be safe for now, but you may not wait too long for your turn! As IR, low SSLs are removed gradually over years you may rank at the very bottom, and axed if any issue with manager.. may be if more RCGs join they could be easy victims...IT"S A GAME OF ELIMINATION!!!
