Why is ConAgra trying to hire so many new people when they just laid off thousands?

I was told by an inside source that a video was posted to the Portal stating ConAgra was hiring and encouraging employees to get their friends to apply. (Yeah... Right).
Also It is rumor that only about 10% of the employees whose jobs were being transferred to Chicago actually signed up to go.
Like going to a corrupt city and state, high cost of living, high taxes, and rampant crimes without a increase in compensation is supposed to be a good idea?
Where is the hiring spree taking place?
