No one is grandfathered into a severance package. Severance is purely an IBM's discretion in the US.
They are getting around people who may be grandfathered into a longer severance package deal by tossing them a 3 with their PBCs for last year
There was a post on IEEE where a guy had gotten 2+s every year for a decade and then magically got a 3 and found out it was justification to cut his severance down to 1 month
