Seriously, I am on a project and we are having major budget issues - my manager mentioned that I should consider taking PTO to help with the budget. I've been accumulating PTO as I am planning a family thing and I do not want to do this - but she is becoming increasingly assertive, we've talked about this two times already. Any thoughts?

Sure they can...If the budget is overrun, hitting the number is the brains at Accenture even when it is at the detriment to the client. They run by extreme short sightedness, a robotic, rote, financial organization that run like bean counter accountants - all off shore of course - and they don't understand or care about the big picture. So yes, they will cut off their feet to meet the budget and you are just a nameless head that makes up that budget. If your boss needs you to take time off to meet the budget and you get into "they can't do that," no problem, they can mange you out and find someone that is less trouble. Unless you are a long time entrenched MD Partner that knows all the tricks, then you better not make any trouble or they will replace you in a minute.
No, she can't force you to take it but if the project overruns no matter who is at fault, it could be shut down or their could be layoffs in a blink. Now is not the time to exude entitlement - actually not ever at Accenture as during a layoff situation, those are the first to go. The ones that remain are those that say - I am flexible and will always be flexible with my vacation. If she needs help with the budget then you are more valuable by finding a way to help her. Those that help stay longer. From someone that has talked many people down from the ledge at Accenture after they have been laid off.
She cannot force you to take PTO b/c she mismanaged the project. I would consider talking to compliance.
