In proportion to the number of veterans it enrolls, Colorado Technical Institute online may be the most hated of colleges. 1) Change how the VA tuition is labeled - right now it is a 'private funding source' and is not part of the 90% of the 90/10 rule. Once it is labeled as it should be - federal funds - the number of for-profit colleges going bankrupt will be fun to watch
2) Change the 'housing allowance' from 800$ per month for online and 1800$ for campus students to 0 dollars. The number of vets attending college who are just cashing in on their monthly allowance check is large!
3) Change the rule that getting an 'F' for a class does not require a vet to pay back their tuition for that class. The Vets go to class, cash in their allowance check, get an F by posting crap or nothing and do that until they SAP out of the system - at CTU that takes well over 4 quarters most times more because students can 'appeal' their academic probation status and - surprise, surprise - the academic progress committee reads their letters of appeal and let them back in.
2) and 3) alone will eliminate over 80% of the Vets trying to enroll in a for-profit to get their monthly check. The 20% that enroll are either naïve about college education options, have low self esteem with regards to their academic competency or are truly not ready for 'regular' college because they have terrible English and Math skills. We can help those. But they are fewer than we think....the majority are milking the system to get $$
