The Devon way is to have an Ivory Tower filled with people duplicating work all making a killing in wages. You then make the hard working people in the Field Offices scramble to meet your demands. Now mind you each person in the Tower wants conflating work done. Then when it is all said and done they get rid of the hard working one and keep the Fat Kats.
