Who is deciding who is getting laid off and how? What are they basing their decisions on? Does HR have 100% control over this or are they considering input from managers/VPs?

There are more of you loser idiots on here than I thought; it is going to take more time. First, I need to start with a grade one lesson. Hey Losers, yes you know I am talking about you. When someone asks a legitimate question, they are hoping for responses from intelligent adults. Not people with the IQ of a rat that are lazy ass perverts. Each dept has s ranking system for all their employees, say good bye to those at the bottom. The exceeds performers will get double the work & probably be left with some good & some bad employees but most of the managers/sups keep the kiss asses that are worthless. It has never been about how well you perform or how efficient you are.

Multiple levels of management within departments will be eliminated. A couple of groups have supervisors, senior supervisors, managers and directors, when only one is really needed.

I think anyone that is on the old crc retirement followed by people on pension plan that have been there less than 20 years need to be the most worried. In addition to the likelihood that they make more money outright - they are also costing a significant amount more in retirement benefits.
Normally they get a reduction number from top management, then department managers will work with HR in deciding who goes.
