I work for AEcom. I've been instructed by my supervisor to mischarge my time on government contracts. Can anyone tell me if this is a serious offense?

I worked for AECOM in the 90s when it was first forming. They are huge. They don't have a moral compass, and they expect their employees to play along. You need to document, document, document, and then hunker down and blow the whistle.
I work at AECOM also. I've been instructed to do the same thing. My supervisor does my timesheet. I just input it electronically into a database. I don't think it matters anyway. It might cause inflation though. lol. Oh well... the government has all kinds of money. Right? I kind of feel exploited.

That is called Fraud. And, if it is a government contract, then it is Federal Fraud. The amount of money that the fraudulent time provides to you will determine the degree of the fraud, and the resulting amount of fine or incarceration.
