IPF is subjective BS ranking. I was a consistent performer of 1.1 above throughout my decade career with Shell and awarded multiple SRAs and PSP until I unfortunately met with a manager who couldn't stand up to my views over several dubious decision making. For that year I was marked 0.8 for exit and left Shell. The manager was given a low employee engagement score of below 35% overall in the SPS and had to retire so that comforted me somewhat.
You don't say if you're new to the business or just new to Shell Canada. Shell expect the ranking distribution to average 1.03 across a specific population (Job Grade & Discipline Groups). Shell management have made it clear that IPF's of 1.0 and 0.9 are doing your job to satisfaction grading.
Two years at 0.9 should not normally be a worry.
Two years at 0.8 or less has historically been a threshold to put someone on a performance improvement plan for a year to shape up or ship out.
But in hard times the cuts go deeper - not across the board though. It depends whether your business area is at risk or not and then whether your discipline is over supplied.
Whatever the boards say, it's harder the higher up the tree you climb to find a new assignment if the one you are in is closed out.

If you get a 0.9 or less, it will be hard to look for a job within Shell. You must have at least 1.0+. The IPF was designed to allow managers to subjectably rate their employees however they want even when they receive an outstanding yearly review.

The average is actually 1.03; many Shell companies will put staff on a Performance Improvement Plan if over two years you dont get a combined IPF above 1.6
The average of all employees in a department is forced by HR to be no greater than 1.0. In order to reward the high flyers, most employees in a department will get a 0.9 with a few lucky people receiving higher IPFs and a few (or maybe just one) person will get a 0.8 (now required by HR) or even lower if they are deemed to be a real problem. In normal times, there's no reason to fear 0.9's year after year but you won't advance that way. In times like these, unusual things can happen. Good luck to!
I agree 0.9 will get you the pink slip but we all know hat this IPF system is BS
I work in US and last year I got the VP award for performance and IPF of 0.9 in the same year I don't think this ranking working

The IPF is used as an indicator of both performance and relative ranking.
In term, performance .9 is considered satisfactory. In terms of relative ranking it is slightly below average for your peer group. Your manager has a responsibility to discuss this with you, where it fits in the overall range, and how it was arrived at.
You get a 0.9 automatically regardless of how well you do in the first year of a new job/position within the company. If you got it the next year thereafter then yes, a 0.9 is average to below average.
Not great, mate. If you are smart, you will be looking at your other job opportunities, or some alternative career options. Ipf of 0.9 basically means you are ranked below average against your peers, so you are prime target, if they are looking for lay off fodder.
