I thought this was already answered. It all goes back to the answer given yesterday. He/She still has to go back to his/her manager to find out. Why would you want to wait til oil industry picks back to go back? You'd be out of a job a long time. I was laid off and found a much better job paid 3 times more what I was making at NOV. It only took me a couple of months to find a better job.
If you are involuntarily laid off without cause you may be rehired. The termination forms have two boxes: voluntary and rehire. If the voluntary is checked because you quit it will take VP or higher to fight for approving you to be rehired at ANY position. Same if the rehire box isn't checked. HR will not tell you if the rehire box is checked, so you will never know unless you find out from your manager.
Going back on topic. Yes you can. Read your package. You can rehire at different position. If you have qualifications.

This person here who keeps commenting in caps about how he has it so good is either a comic who has created a fake persona, or a very stupid person who will be taken down by the powers of the universe in time. If he is for real, everyone, have faith that his time is coming and he will get payback for all of the harm he tries to inflict on hurting people here who are losing their jobs. I have been around the block enough to know that evil doesn't go unpunished and that pride does come before the fall. Without fail, that pattern has prevailed in watching what eventually happens to those who mock what is truth and what is right. For those who are humble and live right, this layoff too shall pass and everything is going to be OK eventually. Another job will come along and God will provide. We are all in America. You aren't going to starve here.
Lol @ battered wife returning for more. The circumstances surrounding a layoff are usually impersonal. I wouldn't blame my manager or NOV if there's no work to be done unless there's an already existing tension between us.

Why would you go back to a company that laid you off regardless if the reason... Do the right thing, tell them to piss off and move on to another company or industry. Don't go back like a battered wife who keeps returning for more.

B. If your manager was laid off, contact HR. Ask them.
C. During your exit interview with HR you had the opportunity to ask.

C'mon people. I was asking about getting back the same position I held at westchase with better pay considering my new degree. I enjoyed my role there but thanks for the insults and good responses :) I know I could use a business degree anywhere
Common sense ain't so common
The "no common sense" point about degreed ppl is such a cliche and a lazy response. The field will only teach to so much, hand.
I personally have seen a non-degreed incompetent, unethical, unprofessional, inexperienced, corrupt, insecure, stooge employee moved into manger position simply because the boss over that department owed her a favor ....she also has relatives & friends at NOV, they helped out with that favor which gave her that extra push. If you took those things out of the equation, she would not be able to stand on her own. She's always asking everyone else to explain things to her, basic words, phrases, statements and whatnot. She doesn't even understand the business. It's not like she's in her 20's this woman is a few years away from being 40 years old!
Good point! I agree with you (comment below) - they are somewhat textbook smart and dumb when it comes to an industry and how to run that business they've never worked in or have little experience. Those too are destroying the company and ruining the company's reputation.
My experience is its the ones with degrees that don't know anything about running a business. They get rid of those with experience to give their friends with NO experience a job. Some with degrees are some of the dumbest I've ever been around. No common sense.

Check the severance you signed. It may not allow rehiring except after a certain time frame.
The job market is fine. It's the oil industry that's doing miserably. It's not going to improve anytime soon. There are many many better jobs out there who pay more. NOV is not the only employer in the world. In general NOV is a good company. It's the non degree inexperienced corrupt incompetent who are moved into management positions by their friends and relatives that are destroying the company & its reputation ...they don't belong there. We need ethical, responsible, mature, experience & valid degreed professional leaders in management positions.
