Last year they gave bad reviews for no reason and then the layoffs came.

They employed that strategy more than people realize I believe. A lot of tenured employees got the needs improvement label even when they could prove that metrics/allegations the manager tried to use as a reason were false. It didn't matter at that point whether they could prove it or not - they wanted them in that bucket when layoffs come around.
