OP is right. The project management team will be mostly eradicated. No money and the projects that had already been started have been cancelled.
There is a project execution team. It under ESS. Out of 40+ only 8 will remain. There are no PMs in IT

I would expect almost all project management teams to be let go in IT. There is no money for projects.
