I've reported to HR about bad working culture and guess what? I'm on the First wave of layoffs and the ones I reported get up to 18 months of transition position. Remember HR works for the company and they are there to help the management.
HR will only care if you mention lawsuit but they will try to cover up everything you reported before it happens. So your best bet is go directly to a lawyer.
I've been working at Broadcom for 9 years. It's not what you know but it's who you know. If you're an old friend of the boss and kiss ass, you will get good raise and faster promotion. It's also a family tree in my department, everyone is related to each other or knows someone that knows someone from upper management. A really messed up culture.

You should report to your HR rep and direct line manager
Its anonymous, you can email from a personal account or call from a blocked number. Give them sufficient information, and they have a duty under their program to investigate. True, you may not like the outcome but at least you've done the right thing.

Broadcom's HR has no back bone. They only protect the management.
It happened to me. Managers put me on their black list after I complained to the HR about how unfairly my direct manager treated me.
There is a 3rd party, anonymous Ethics line provided so you can report such things wihout fear of retribution. I suggest you do so.
If you feel strongly then report it.
