Has anyone found that being laid off from Exxon is preventing them from getting hired elsewhere?

It took XOM a painfully long time to provide confirmation of employment dates to my new employer during the background check, as in 3+ weeks to provide a simple letter with my start and end dates. New employer used the toll-free system to make the request as required by XOM. Otherwise I've had no trouble. I didn't list anybody from XOM as a reference.
