Let's take a step back and look at this. Meg's been cutting staff since 2012 and back then the HP stock has been slightly rising since Leo dropped it by half its worth. Has HP re-invigorated the PC market? Have they released a decent product that impressed consumers? Have they sold more desktops/printers/services since the arrival of Meg? All the answers are "No". But wait, the stock price is improving. Why? Because Meg and co have noticed that these layoffs are working. So you and I know that these layoffs will continue until the stock price is at an acceptable price and Meg can get the credit for "turning HP around" We are now in 2015 and we're still seeing the same threats of jobs being cut. Something, by the way, that was only meant to last for less than a year when first announced back in 2012.

HP could've got into cloud services much earlier. They could've got into the mobile and android a lot earlier (especially with WebOS employees they acquired) but they messed up on both parts. So this is the only option they got to "turn the company around" layoffs.

Everyone knows this, now they are saying that 60% of the HPE will be moved to the low cost area. Right now that number is 40%. OK, if that happens, how many people will have to move? Many! So, many will also say, I am not moving, so there will be a ton of people who will quit and will not get severance, that's how HP will save even more money.
