It feels like there are less people at Devon. But of course Devon never lays people. The were 2 people let go in our department in the last few months, but I think it was performance based.

It is all about the G & A (General and Administrative Costs). Contractors are NOT included in the G&A on the books where Employees are!! It is all about the numbers on the books. Sure, they want the loyalty of the employees for most positions, but when it comes to the shareholders and "the books", they can cut employees and use contractors and it does not appear in the G&A on the books. That is the advantage to contractors!!!
It's true that contractors don't cost as much but most of them don't have the loyalty like an employee does
Most not all employees are looking at the long term. Stocks pension etc and want to stay on
Contractors will leave when the next best thing comes along
Contractors don't cost more.... That's why companies use them. Employees cost 50-75% off the base lay additionally in benefit costs. Plus bonuses. And with contractors you can send them home and not pay severance. Bottom line employees do cost more in the long run.
I know a bunch of people have been wondering about this number however it really has not moved a lot since last year. Even with the IT cuts that were made Devon has lost only about 500 hundred people. A lot of that has been contractors, also not doing back fills for people that voluntarily leave, and also those that have just been labeled low performance. The not doing back fills would most likely be the majority of the number. Contractors of course will be released before employees. They simply cost more.
