If your severance agreement mentions the word voluntary anywhere, you won't be eligible for unemployment. Other than that, you should be good once the payments cease, whether it be lump sum or paid out over time.
Speaking strictly 2013, severance packages did not prevent you from filing for unemployment after your official termination date.

Usually it's one or the other. You either accept severance or you file for unemployment. You don't usually get both.
Oh how about you read your f***ing severance agreement? NO if you file for unemployment, even after your severance runs out, you FORFEIT your severance. Meaning you will have to pay it back. GOD why doesn't anyone read?

2013 was two months of WARN pay during which you could not file for unemployment. Then a lump sum one months pay, plus cobra, etc. You could file after your offical termination date, which was in December (after the two months.)
You shouldn't assume it will be structured the same.

Depending on how they do their severance package. The 2013 layoffs were employees for 3 months post, they just didn't go to work. After that period if you are still unemployed you can apply for unemployment.
