anyone heard if we are having a review cycle? Will there be bonuses/rsus , no matter how shitty?

Agreee.
The review is to "quantify" the managerial bias and document it.
HR needs some way to justify its existence as well.
The review itself is a joke.
Even I heard the same thing. Got some emails from a few managers asking feedback etc. my manager told me that they will have a review cycle but the salary and bonus pool is undecided and expected to be small( no surprise there). No clue about promo budget etc.
I heard the review cycle starts next week and will be an accelerated one. We have been asked to start on feedback self appraisal etc.

First HR answer month ago was yes. Now ask when....crickets
