Can be either or both. Some of my review scores were decided by manager; others by Dir.; others by VPs or others further up the food chain.
All H1B should be fired and sent back just for simple reason that they are no longer needed hence company can not justify continuing their H1B petition and obligated to withdraw their H1s . H1B are like seasonal workers ,when they were needed for us to make money we get them and when we dont need we ask them to GTFO. We are running a for profit business and not charitable asylum and help people immigrate....
We will call you when we figure out next big thing and you are needed as cheap labour to scale thing up to the point where we can ship job to low wage country...for now please GTFO...
