is one of the reasons Q ended up here. It was disfunctional before the exponential growth in the past 5 years. But this org structure can't support a fast org expansion. It is probably the simplest to implement (no structure required, ad-hoc groupings), but very ineffective. What it does it
1) dissolves personal responsibility. Who is in charge? Who owns what?
2) lowers productivity. One can get requests for work from all edges of the matrix
3) requires a super structure of reporting and management that tries to make it look more like a tree, but fails
4) creates node duplication. Multiple projects reinventing the wheel
5) creates hiding places for many that if let go nobody would notice
6) did I mention low productivity?
7) flawed review process. Evaluation done by people that don't even understand what you do. This leads to ranking by personal preference as mentioned many times here.
