NOV and "new" don't belong in the same sentence. Again, explain how that information will affect NOV positively?

Not necessarily. Iran needs to rebuild their production capabilities & that means a lot of new & modern equipment. The production goals of the nation of Iran certainly have economic consequences, but their budget is almost exclusively tied to oil exports. They MUST develop those fields to pay for their budgets. The motivators & economic rules that we (largely) play by in the west do not apply evenly for NOCs.
