To really answer this question, you need access to data that you probably don't have. Look, you don't optimize your code by randomly guessing something that you have a hunch about (and if you do, you are a rookie). You profile it. And thats what I'm hoping management is doing know. Looking at the cost breakdowns and doing cost/benefit tradeoffs. If they are smart, they will make good choices.
"If they do, the top performers would leave because competitors offers better pay and benefits." I suspect that the coefficient of truth to this may be smaller than you suspect. Many QCOM'er are very sticky. Look, there aren't many other good options in SD, esp if you have very specialized skills that are only applicable to QC and don't want to move. For instance, if you spent all your time becoming skilled in LTE/WCDMA/CDMA2000, but suck as a general software engineer. Plus, people have kids in schools, mortgages, family/friends and other attachments. They will grouse, but leave, maybe not. What you might be seeing is people who have higher mobility leaving early, but those that remain, well, those are the ones that are less motivated to get up and go and thats when you can cut things further, because they are less likely to go.
Fine anybody who farts or burps loudly at any Q building. This not only helps making the work environment pleasantly, but can also efficiently compensate some of the revenue we lost due to emerging cometitors, losing license fees in China as well as losing key customer like Samsung.
Top performers won't leave if you compensate them according to what they're worth. But the problem with the Q is that it compensates largely according to job title, not according to how much a person is worth. http://www.businessinsider.com/google-policy-to-pay-unfairly-2015-4
Companies would not do this. If they do, the top performers would leave because competitors offers better pay and benefits.
The major cost for companies like QCOM is still people. It is a good opportunity to get rid of low performers and redundancies.
When time was good, company hire crazy and buy other companies and keep most employees of acquired companies.
But when times is bad, time to dump some.
