A very poorly managed company. DST Output has a well known, well deserved reputation for layoffs. Every few years they decimate large departments. In between the layoffs, they over-hire. After all, there is no one to layoff if they aren't hired in the first place. But it's a wildly swinging pendulum of hiring and layoffs. Selection for layoffs seems to have no correlation with job performance or competence. The best engineers were let go, while incompetent engineers were kept on.

The issue is - lots of promotions are based on popularity - not personal achievement. Its hard for humans to put emotions aside when your choosing a manager or who to layoff. If however the decisions were made as if it was your family business, and the failure of it would devastate your extended family, and close your business sending you into poverty - it become much more clear who to promote and also layoff.
