What about the WARN Act? Isn't it supposed to help the employees in knowing when massive layoffs are going to happen?

Doesn't it guarantee 60 days of pay if the company doesn't comply with the 60 day notice?

there are caveats in the ACT that negate the 60-day warning in certain instances
If they "re-align" jobs and don't immediately terminate the role then it's technically not a layoff legally. That's how they can get around it.
