Corruption takes place at every stage. DOL should be looking into that. Oh, but wait; hasn't family's owner had ties with current American Administration when it financially supported re-election campaign? Maybe Q is untouchable then.
In order to qualify for H1Bs, QCOM has to advertise the position 2 different places besides their own website, and not be able to fill it with US citizens. They advertise on Sundays in the UT and most likely the Mercury News as well. No doubt they advertise other places, as well, because I keep getting annoying calls from "body shops" asking me if I an interested in a job at QCOM.
Here's my speculation about the QC hiring practice: 1. Decide to hire an H1B 2. Post an ad for skill sets that cannot possibly describe one Engr (IC design + programming + FW design + test automation, etc) 3. Conduct phone interviews 4. Bring in more than qualified American Engr. for onsite interview 5. Reject the American Engrs after all interviews completed 6. Do not provide feedback to American Engrs. 7. Complain that there
Are no qualified American candidates 8. Get The H1B employee who can grow into the position. The interview process is a scam to meet DOL requirements.

There are probably new positions fur management who are given the option of demotion rather than termination. Yes, this does exist and is used in situations like we're about to see.
