All of them are equally good/bad in manipulating labor markets to impress the stock market. I wrote the below - but I cant find it anymore.
PERM labor certification is issued by DOL based on QC not being able to find minimally qualified US workers (Citizens and GC holders) at the "prevailing wages" in the local labor market. If the Fruit company were to be in Sorrento Valley - and they laid off 10K people from all the groups. QC would have to stop processing for people with same skills. Layoff sucks. It sucks more for people who need to restart GC processing. It sucks even more for people who need to be deported. One day you will all be 50 yrs old, you will have either cashed out as a VP, or you will be a 50yr old engineer making more than "prevailing wage" and be laid off. It will be kind of fair for him to go back to Engineer wage. I am pretty confident many Directors in the large firms (Intel, MSFT, QC) with +1 skills - will need to go back to these prevailing Engineer wages or sit and cry about H1Bs. The program is a success story of corporate america to lobby and keep a flood of cheap labor, so the "prevailing wage" of entry level engineer is low. Same practice - but more crude is followed with mexican laborers. Look at what has happened to the average salaries of doctors after this practice of importing doctors stopped. If you are happy with these results, call your senator to understand his take on this subject, and elect a person who agrees with you. You get the government you deserve.
