The best won't go and will stay at the expense of FT.
I heard most and maybe all temps contractors interns gone soon.
No, they will let some go, probably more than 15%, but if work survives they will still need them, like they will still need most FTE's.
The ratio of 4 contractor/temps to 1 engineer can't change without a significant change in methodology, or hiring contractors full time.
I know some are probably thinking cut skill the contractor/ temps to keep more FTE's, but logistically that is not workable.
