USING THE GI BILL
WHO IS CSAAVE:
The California State Approving Agency for Veterans Education (CSAAVE) is a division of the California Department of Veterans Affairs (CalVet) and operates under the authority of the United States Department of Veterans Affair (USDVA).
CSAAVE AUTHORITY:
CSAAVE is responsible for the oversight and approval of California institutions offering education programs, apprenticeship and on-the-job training, and license and certification exams. Institutions that elect to participate in GI Bill education and training must comply with the Code of Federal Regulations, as well as all federal, state and local laws. CSAAVE is tasked with ensuring that your earned benefits are protected. The CSAAVE mission is to protect the GI Bill by preventing waste, fraud and abuse of GI Bill money, by promoting quality education through evaluating and monitoring education and training programs offered in California. CSAAVE is also charged with making sure the GI Bill benefits remain available to you and future Veterans.
USDVA AUTHORITY:
The GI Bill is administered by the USDVA, whose responsibility it is to make all determinations related to Veteran education benefit eligibility and payments. The USDVA regulates entitlements paid to Veterans and performs all calculations. CalVet is unable to answer questions or provide assistance with issues regarding eligibility or payment of VA education benefits.
UNDERSTANDING THE ACTION TAKEN BY CSAAVE:
CSAAVE issued a Suspension of VA approval to all California institutions owned and operated by ITT Educational Services, Inc. (ITT), DBA ITT Technical Institute. The Suspension was initiated due to information obtained regarding ITT's failure to file audited financial statements with the United States Security and Exchange Commission and the United States Department of Education. In an effort to ensure that your benefits are protected during this process, the CSAAVE suspended VA approval at all California campuses owned and operated by ITT until compliance with applicable VA regulations can be established and confirmed. The Suspension is a temporary action that allows ITT time to establish compliance, so that there is limited effect to Veteran students. ITT has until July 11, 2015 to demonstrate compliance. CalVet staff is working closely with ITT to establish compliance and resolve the Suspension. If ITT is unable to demonstrate compliance by July 11, 2015, the CFR requires the immediate Withdrawal of VA Approval.
HOW THIS ACTION MAY IMPACT YOU:
Under Suspension of VA Approval, a school is prohibited from the enrollment or future re-enrollment of Veterans. This means that your school is prohibited from submitting new enrollment certifications for tuition and fees for currently enrolled Veteran students.
If CSAAVE initiates a Withdrawal of VA Approval at schools owned and operated by ITT Educational Services, Inc., the USDVA will no longer pay education benefits for your enrollment at the college. If VA Approval is withdrawn at your campus, you will need to determine what you will do with your earned benefit. GI Bill benefits may be utilized at institutions that have VA Approval. CalVet cannot advise you what you should do with your benefit. All questions related to specific campuses or corporate activity must be directed to ITT representatives.
You should have received and signed a Disclosure from the school that explains your rights relating to your GI Bill education benefit. A copy of the Disclosure and other information designed to assist Veteran students may be found on the CalVet website. To obtain current information regarding the ITT Suspension please visit the CalVet website at:

All questions regarding eligibility and payment of GI Bill benefits must be direct to the USDVA at 1-888-GIBILL1.
WHAT YOU NEED TO KNOW:
•The Suspension is a temporary action initiated by the CSAAVE to protect your earned education benefit and to allow the school time to comply with the CFR
•The school is prohibited from submitting enrollment certifications for tuition and fees for your enrollment
•If VA Approval is withdrawn at your school the USDVA will no longer pay education benefits for your enrollment at the college
•CSAAVE is working with ITT to establish compliance and resolve the Suspension
•Only the USDVA can provide assistance or address questions related to eligibility or payment
•Questions or concerns related to ITT Educational Services, Inc. and its school campuses should be directed to ITT representatives
