It's simple economics.... People at the top didn't want to change or adapt. They used reps to do the dirty work and got caught. Never regarded reps as valuable employees. Just wanted the government money to pad their pockets and pay their Santa Ana rent. Bad management/leadership, greedy people that got caught cheating the system.
I hope CCI will be a scarlet letter for these pathetic top level people who ran schools, students and employees into the ground.
