If foundry is the direction , than someone from TSMC would be better BUT i would expect it to be brutal. So many thing are done wrongly , that any recovery would be brutally painful. Middle management will be cut to a more horizontal one, many engineers have to be retrained to the right way. It's a thankless job.
Better to sell the fabs to TSMC , get a design CEO in charge and focus on design wins.
Ironically Pat might have pulled this off if he went down this path.
