After a corrective action plan and/or demotion, can you regain what you lost and/or progress? Or are you toast?

Preformance Management and layoffs only apply to low level managers and individual contributors. Management is almost always safe. Senior management accountability has not been a thing at Micron ever since you had people like JR Simplot on the Board of Directors.
The only time you will see a M3 or above get let go is if an entire group is cut, like when they quit making a specific type of device and even then they usually find a place in organizations like Central Teams for the usless washed up managers.
Becoming a manager should be the end game for anyone looking to make a career out of working at Micron.

does that apply only to people that actually do the work or does it apply to upper management as well

A lot of the last round of layoffs included people that had 3 and 4 ratings of the prior years. Preformance is only a small factor. Compensation, healthcare costs, and age where weighted heavily.
Of course, if a manager wants you gone, you are toast.
The bigger question is do you want to stay at a workplace where you have this concern?

Absolutely true! When can we expect to see that from the CEO, the majority shareholders, and "upper" management? People need to lead BY EXAMPLE.

Maybe the stock would be better if the people were. Looks like previous gains have been surrendered.
Do they consider extenuating circumstances and have humility especially if you get your act together? Is there any grace?
