The numbers aren't too low, as I thought they would be.

The numbers are bad lol. My manager was told to find out who gave negative answers to certain questions, but no one wanted to admit it
Participation was lower than in previous years. The total score would probably be worse if there were 100% participation, assuming that it's less likely that non-participants would have given high scores.
