What are the popular options these days? With so many major tech companies making layoffs the new norm, it’s tough to find anything that offers better job security than Cisco. I’ve been exploring smaller companies and startups, but the same issue keeps coming up.

Unless one can nail a meaningful position doing meaningful work at the now aging giants I'd avoid them as there is more and more reporting about such companies spending most of their development dollars on debugging. In this respect Cisco was a market pioneer.
Your only safety is always building skills and connections to get that next job. Many of your peers who have been phoning it in are going to be at an extreme disadvantage. I've never cold interviewed with a company that had a clue so that professional networking was the only way I was able to do some really great work in my career.
Yes, smaller companies and startups come with a great deal of risk. Comes down to how much risk a person can handle. In my experience the highs are higher and the lows are lower in those environments. It was good experience for me though and certainly made for some great memories and friends. The knowledge and skills gained also opened doors for me at larger companies.

Bad management and funding are two things that haven't changed in ages that ki-l 90% of startups. Small companies can literally fail overnight while giants can take a decade or two of losses and still keep the lights on somewhere. From a year ago, 40% of stocks on the Russell 2000 have negative earnings.
