Does anyone else feel the layoffs were targeted to the employees who were voicing concerns?

This is the way corporate America works. When managers are asked to layoff employees and never lay off the least productive employee, but usually lay off the most outspoken one. Especially if they’re critical of management and the company.
There are a couple of other factors, such as laying off more senior employees who are higher paid. But they also go after guys who speak their mind essentially if they think things need to be changed. They usually protect employees who are yes men to Management.
It was definitely targeted and not on salary! Remember, they hired a bunch of quality, safety, and compliance AFTER they pled guilty to the charges in July as a big show they were making improvements to Congress and the FAA. They effectively just wiped them right back out. So who is ensuring quality and compliance now I wonder? So much for changing the culture.
It seems the target may be how much money you make a year. Makes sense if you want to save the company the most money.

No. They based it on yearly performance and it showed.
Well look at the bright side. A Boeing hit man hasn't come at you yet. Breath some air of relief if you are chosen for the exit sign.

If you "spoke up" about anything you were targeted.
If you held management accountable, you were targeted.
If you ever pushed back on anything that wasn't right, you were targeted.
They don't want people who don't fall in line.
If you want to keep your job, head down, do what you are told.
If you have any ethics, start looking for a new job and speak out.
The fact that Boeing moved the headquarters closer to D.C. was a sign that they knew they would lose the commercial battle to Airbus, and that segment was not worth saving. The C-Suite realized it was much more profitable to sell bo--s and fighter jets in the wars to come, and get money directly from the taxpayers who were afraid to fly on their airplanes but had no choice paying for their military products.
Was it worth it?
It looks like they were cleaning house of anyone who rocked the boat.
