I was ISP'd, I thought Intel was going to pay for Cobra coverage. I received mail that sounds like I have to pay for it. Am I misunderstanding something?

I followed the steps to 1) enroll in cobra + 2) elect coverage plan.
AFAIK, all Cobra premiums are paid for by Intel for 12 months.
For the remainder of 2024, you don't have a choice and can only continue whatever coverage plan you had in 2024.
Now, for 2025 (starting on 1/1/2025), you can select a different plan if you'd like.
If you are under a HDHP plan in 2024, I strongly recommend you switch to a PCP/PPO plan instead since AFAIK, intel will cover the premium cost 100% no matter which plan you elect (In my particular case, Intel will pay about double what it would've paid for HDHP premiums for 2025!! This is a huge benefit IMO!)

Sep 30 VSPs were auto-enrolled.

Get ready for a bunch of confusing / conflicting info to follow. I also believe that Intel auto-enrolled you in CoBRA despite the app still telling you to enroll.
Whether you pay or intel pays, you still need to enroll.
It depends on your age.
If older, they give you cash, if not they pay it for you.
I think they give cash if you are 65 or oldet.
You will get a statement from cobra monthly that shows paid in full.
I called the benefits center and confirmed that I don't need to pay premium
