What is the purpose of all these “excellence” roles that are being handled out to the least excellent people? In fact it almost looks like the jobs intentionally are going to people who are not good at their jobs. What’s going on?

DEI is definitely part of the problem. I can’t be the only white dude who’s been denied a promotion, only to see the role go to someone incompetent who just ticks all the right boxes.
No surprise at the comment, BD has embraced DEI for years now the fruits of the initiative are taking root. Their stick is down 30%+. They can't produce what they sell, and poor leadership. I was fired at the begining of COVID.

But how good are they at su-king up? That's where the 'Excellent' title comes from.

With unrealistic demands of millions of dollars in cuts from Tom Polan and his minions, these “Excellence” people are going into manufacturing areas, making changes and eliminating quality controls in place as they say they are redundant and not needed. If you disagree with anything they want to do, you are called a roadblock. It’s happened several times in my plant. Labeling control’s removed as they were considered excessive. Have had several near miss incorrect labels leaving the plant due to the elimination of these inspections. MANAGEMENT DOESN’T CARE. Just make your numbers . Recalls are inevitable in this toxic environment. Don’t be surprised when employees start calling the FDA.
These excellence roles are being handed out to people who kiss the a-s of those in charge ,they damn sure aren't being handed out due to competency or any real knowledge. So many competent knowledgeable people have been let go and sounds like BD can't keep up.
It's the same as the people who tell you how smart they are
Since TOM has took over as CEO, BD & BD Stock has gone down down down! This guy is horrible and the board needs to fire him.
If I were a ceo who just woke up after 5 years on the job to find the stock price lower than the day I started - while in the same timeframe the market is up massively - I also might try desperately lame things such as BD Excellence
