I have also heard the rumor that layoffs of US-based employees will continue, however, the statement that these will continue, "until everyone in IT is replaced with H1B visa holders," is false. I am seeing more non-US citizen contractors replace the laid-off employees. These contractors do not hold US visas of any kind (H1B or otherwise).
I was laid off from FedEx 3 days ago from IT, there were between 700 and 1000 people in this layoff, word is they will be doing lay off every 6 months until everyone in IT is replaced with H1B visa holders
