Can an interim manager tell HR not to hire an employee for any internal roles? It has nothing to do with previous years’ IPFs

HR doesn’t hire anyone. Managers do and they run Shell. If you are not in the right people’s graces , forget it
No. No they can't. Absolutely not. Cannot happen. Never in a million years. Not even if the company allows it.
Yes, it happens all the time. They will likely make up a reason, like not enterprise first behaviors. Or, they could just point to a different candidate and state a reason why that person is more deserving, whether it's true or not.
