When you have to give employees a free PTO day to fill out employee surveys something is very wrong.

Well they do know who fills out the surveys. A director who handles surveys for another company said each employee is identified by a number and that number is assigned to them. And those surveys are bought by the company so if the company asks for the numbers the survey company will turn that info over to Optum. Our surveys meet nothing but regulatory compliance . This company has no intention of paying attention to what anyone says. Fear mongering, hostile environments is the business model.

Which division is doing that?

Since your PTO over 40 hours is lost in a layoff, Optum probably figures they won't have to actually let anyone take it.
