All this moaning and groaning, speculation and anxiety can all be dealt with by following one rule. “Care about the company, as much as the company cares about you.”
Once you embrace this, the rest of it melts away.

For me, even if you have a half way decent manager, if you deal with HR for about two years, you’ll adopt this way of thinking. It seems that group is trained as a black hole of negativity.
Absolutely zero empathy, cooperation, and helpfulness. Actually “zero” would be a step up for them. Its as if they work harder on NOT being helpful than actually providing guidance so that you don’t circle back around to them later on. An effort more or less to always steer you away from them. Not constantly or usually but ALWAYS steer you away from approaching them. They get paid to work toward this goal. I wonder what that stack ranking looks like. “Jim, you helped out 2 people this year, so that lowers you to a 3. Sorry about that but you know the rules.”
