I get performance shares every year and have a high cep. So how can my manager tell me I can’t reapply for my current role? She tells me I’ll do well on the outside market. This is crazy. She gave me the shares and higher ratings and now says I can’t get my job back? Can this be allowed by HR? I hate that we have no one in this company to talk to other than the line managers that hate us.

No one can stop you from applying to a role on the system. Your manager is just managing the candidate pool. Its just business. If you are really good/worth the ratings you were getting then you should have no issues getting into a new role and would be better off not working under this manager anyways.
I detect neither bias nor cruelty.
Your too expensive that’s why. They will hire someone younger and cheaper.
Because your role has been eliminated ... get it yet ?
If you have a high CEP you’re a JG2+, there’s a lot of folks that moved out of their disciplines to get those 2s. If that’s you, then you may be good in broadening assignment terms, but you may not be good when compared to those that came up in that type of role.
Sounds like a situation where you may want to get some legal advice. I know a lot of Shell employees who have successfully worked with Bow River Law LLP to address situations like this as well as severance negotiations. Might be worth giving them a shout and seeing what they think.
Are you part of a reorg? If so, there is a hiring panel for Jg2+ which includes HR and they might be forced to take you. I assume you are JG2+ if you have a CEP. So, for your peace of mind HR is already involved.
Sounds very familiar! When they want your a-s out of Shell - your manager and her manager will turn against you too. They will hire their friends / contacts who will spend more hours with them at Starbucks and off campus meals at Shell expense! It’s a vicious circle in Shell!
